Could a Sins work on a smaller scale?

Since turrets move now throwing that usefulness in a huge ball of flames is kinda pointless.

What if Sins scaled down to maybe a fleet level of 30 ships max but with more involvement on the smaller things like targeting, ammo inventory, even Captains....it would be like Governores in Civ except for ship abilities. 

You would upgrade everything and would meet more difficult reces deeper into space you go.
