Pirate Raid Selection

When winning the pirate raid, I click on the tile and the cursor changes color. The diplomacy window closes. After clicking on the target planet, the diplomacy window opens again for no reason. Stop that. Maybe provide a pirate voice acknowledging, "Raiding fleet on the way!"
