Game Crash on Startup

similar issue to here https://forums.sinsofasolarempire2.com/527688/page/1/#3929422 but just posting here because this is probably the proper spot

Game crashed while exiting after victory and wont reload with the ASSERT errors

neither system restart or uninstall/reinstall fix the crashes. Always same errors

Larger log is post victory game crash, smaller file is startup crash
