Telepathic Relay description does not indicate it can only be built on asteroids.

Hey,
The description of the Advent's Telepathic Relay building does not indicate it can only be built on asteroids. Fairly confusing when you research it and there's no indication of a system restriction on the research screen and then you're unable to build it on your systems.
It's not exactly a bug but I thought it didn't fit in the feedback section either as I'm sure it's an omission the devs will want to fix.
