[bug] colonizing with capital ship bypasses research requirements for planet development

Reproduction steps:

- Load save (vasari alliance)

- check that only "primordial occupation" research is completed

- zoom in to main fleet (chodas system)

- abandon planet (primordial)

- colonize it again with evacuator (lvl 3 colonize ability)

Expected behavior:

- planet colonized at mining level 1 (mining development capacity as per current research level)

- attempting to upgrade to higher level requires prerequisite research

Actual behavior:

- planet colonized at mining level 3

- planet mining level can be upgraded to level 4 without research
