Modification of all planets that do not belong to minor factions.

I wanted to create a modification that automatically adds the phase gate effect of the Vazari to all colonized planets, but unfortunately, it also applies to minor factions, which somewhat disrupts the behavior of the AI players. Is there a way to apply this effect to all planets while excluding those owned by minor factions?
