Confluence of the Unity doesn't work.

Playing as Avent Wrath, I researched the Confluence of the Unity tech but it doesn't show that the decay is decreased on the tooltip and as far as I can tell the culture is still decreased by 200% not 150%. So it seems right now that this tech does nothing.
