'Critical mass' culture research

The TEC research says that culture drop is 100% per jump instead of 200 %. 

Even after researching this, when looking at a grav well, it still says culture decay is at - 200% per jump.

I suppose the tooltip in game not changing is most likely the thing that is actually applied, meaning, the research is not doing anything.
