Request: Add option to not show build menu when selecting fleet.

Hi!

Thanks for making such a fun game!

One thing I noticed is that when you're playing with a lot of mods that add ships, the build menu gets quite a bit larger. It's a little jarring to have it pop up every time you click a hotkey to select a fleet.

I would be very grateful if you added an option to settings to disable that behavior so that it doesn't pop open whenever I select a fleet. I can always click the 'N' hotkey when I need it.

I looked inside the settings.json file, but couldn't find a setting for it there.
