Heavy garrison research

Hi.

Sometimes heavy garrison research doesn't work.

Two light factories and one heavy factory were built in the gravity well of my planet. 

Then the enemy ships invaded and began destroying my garrison ships. Three initial researches related to garrison ships were completed. 

As a result, only one light factory was operating. In this case, three factories should work in parallel. There were no other ships in the construction queue.

I consider this behavior to be wrong. Please fix it.
