Civic University and Military Research base not counting

So I am trying out the beta with all the factions, and i'm on Tec Primacy. I've tried it with 2 different games now but sometimes either or both of those simply won't count for my research total, and the planet isn't on the list of research sources. Tried it on different planets/asteroids, removing and buying the planet item again, etc.
