Issue with Military Intelligence Achievement

Hello all, 

 

I have read several posts about this achievement and how it isn't working. I have tried twice. Once with Vasari Alliance and Once with TEC Enclave. For Vasari, I used the Hive Asteroids as my exotic refineries and did not build an empire research station until the very end. I clicked Improved Phase Detection. Only other thing I can think of is I upped the speed of research on the settings. For the TEC Enclave, I did similar, but did not change research speed. I only built the required number of research centers and clicked on the military tree so it would auto research only what was needed from the Civ tree. 

 

Anyone having similar issues or struggling to get this achievement and figured out how to?
